Blockbusting in Baltimore 1970 – WJZ
In 1970, Baltimore news station WJZ-TV aired a five part investigative series exposing one of the most predatory real estate schemes in American history — blockbusting. Reported by investigative journalist Christopher Gaul, the series focused on the Montebello neighborhood in northeast Baltimore, where just a handful of real estate brokers had completely transformed an entire community in three years.
The scheme worked on both sides of the color line. Brokers would flood a neighborhood, use racial fear to pressure white families into selling their homes below market value, then turn around and resell those same homes to Black families at inflated prices. And because banks were systematically denying Black families conventional mortgages through redlining, brokers offered their own predatory contracts — collecting deposits and monthly payments while convincing families they were buying a home. They weren’t. The broker held the deed. One missed payment and the family lost everything.
What makes this footage remarkable is that it was captured in real time. Residents, community organizers, and city officials are interviewed on camera, describing the tactics being used against them as it was happening. The series named names, exposed specific contracts, and called out city and state officials for failing to enforce laws that were already on the books.
Blockbusting wasn’t unique to Baltimore. It was happening in cities across the country — destroying Black wealth and destabilizing communities on a massive scale. This series is one of the few documented records of it being exposed as it unfolded.
